Dover, Tenn.–Inmates from the Stewart County Detention Center worked Wednesday spreading mulch for the Highland Rim Headstart children’s playground, to help them get ready for open house on Thursday August 22. Sheriff Frankie Gray and deputies also helped with the project. The sheriff’s office also extended best wishes for a happy retirement to Barbara Joiner, who is retiring from the Headstart program this month.
