
Paris, Tenn.–L.I. Smith & Associates of Paris is proud to announce the addition of Jeffrey J. Atkins, P.E., to its engineering department, further strengthening the firm’s ability to deliver high-quality engineering solutions across the region.
A Henry County native with more than 40 years of professional experience, Atkins brings extensive expertise in environmental and infrastructure engineering, along with a strong background in leadership and program management.
Atkins earned his Bachelor of Science in Engineering from the University of Tennessee, Knoxville, and completed graduate-level coursework in Environmental Engineering at the University of Memphis. His academic foundation, combined with decades of hands-on experience, has equipped him with a well-rounded understanding of both technical design and real-world application.
Prior to joining LIS, Atkins served in senior leadership roles with the U.S. Army Garrison at Fort Campbell, where he led environmental programs supporting large-scale infrastructure and operational needs. In this capacity, he managed multidisciplinary teams, oversaw regulatory compliance efforts, and supported planning and execution across a complex and highly regulated environment. His career also includes experience in contract management, construction support, and engineering operations, giving him a broad perspective on project delivery from planning through implementation.
At LIS, Atkins will play a key role in supporting the firm’s growing engineering department. He will contribute to ongoing and future projects while also helping mentor and develop emerging professionals within the organization. His addition reflects LIS’s continued investment in experienced leadership and its commitment to delivering reliable, high-quality service to clients.
In addition to his professional accomplishments, Atkins is an active member of the Society of American Military Engineers (SAME) and remains engaged with industry best practices. He is passionate about environmental stewardship and encouraging interest in STEM career pathways, reflecting a commitment to both his profession and the future of the industry.
Outside of his professional work, Atkins remains deeply connected to Henry County. He is a member of First Baptist Church in Paris, where he is actively involved in his community. Known for his integrity and approachable nature, he is widely respected both professionally and personally. He is also a dedicated Tennessee Volunteers fan and proud supporter of the Big Orange.
