Historic Zoning Board Approves House Demolition, Rejects New Fencing

Paris, Tenn.–At a meeting of the City of Paris Historic Zoning Board Wednesday, an application to install a fence at a residence on West Washington St. was rejected, while a request to demolish a house on Caldwell St. was approved.

Chris Steedly made application to install the fence in the front yard at 410 W. Washington St. Steedly proposed a four-foot, three-rail aluminum fence, to be set back from the sidewalk at the home, which he said was built between 1948-1958.

Steedly cited accessibility and safety concerns for himself and his dog as reasons why he wants to install the fencing.

During discussion, members voiced concern that the fence would be too modern for the home’s time period and that a picket or brick fence would be more historically accurate. They also said that the design does not align with the historic character of the neighborhood.

The motion to deny was made by Board Member Mark Atkins and seconded by Annette Douglas. The vote was unanimous.

The application for demolition of the structure at 306 N. Caldwell was presented by Sylvia Vines. The property is within the Lee School Historic District and subject to review under the city of Paris Historic Zoning Ordinance. Demolition requires evaluation of the structure’s historic significance, architectural integrity and the potential for rehab.

Building Inspector Mike Brown provided background, noting multiple unsuccessful attempts to contact the applicant and that the structure has deteriorated, with severe roof damage. It has been extensively altered over the years, resulting in little remaining historic integrity.

 He said the structure is unsafe and beyond repair at this point. Board members agreed demolition would improve the appearance and safety of the area.

Motion to approve the demolition was made by Board Member Georg Todd and seconded by Douglas.
