Paris, Tenn.–The City of Paris has announced that its very own City Manager Kim Foster has been named the 2025 City Manager of the Year by the Tennessee City Management Association (TCMA).
Honored at the TML Annual Conference in Chattanooga, Foster was recognized for her outstanding leadership, commitment to building a strong and motivated city team, and her dedication to making Paris a thriving, engaged community. From strengthening internal teams and launching new community programs to driving downtown revitalization and boosting citizen engagement, her leadership has shaped meaningful progress throughout Paris.
