Wingo, Ky.–An Illinois man is in the Graves County Jail on charges of possession of meth, resisting arrest and escape after deputies were dispatched on a report of a suspicious vehicle in the Wingo area Friday morning. The man had been reported missing in Illinois.
Deputies Jamie Clark and Dale Mason arrived on Sellars Road and found a 2004 Lincoln Towncar on the side of the roadway. There was a white male in the back seat. The male exited the car and was being evasive with deputies to their questions of his identity and why he was in this area. The male was only wearing sweat pants and socks which were wet.
The male finally identified himself as 42 year old Russell Willey of East Peoria, IL, according to the press release.
Methamphetamine was found in the vehicle and Willey was placed under arrest. Mr. Willey sat down in the back seat of Deputy Mason’s patrol vehicle and refused to get in the cruiser completely.
“Deputies reasoned with Wiley for several minutes and he continued to refuse to get in the vehicle,” according to the report. “While trying to reason with Willey, he pushed Deputy Mason and tried to flee. Deputy Mason was able to grab and detain Willey after a short distance. Willey continued to resist as deputies tried to reason with him and gain control.”
Willey continued to resist and tried to pull away. A Taser was deployed and deputies gained control of Willey. As the deputies began to get Willey up he resisted again by trying to pull away and not following lawful commands. At this point the Taser was activated again and control was gained of Mr. Willey.
Willey then was checked by Mayfield/Graves County EMS. He was placed into the vehicle and transported to Graves County Jail without further incident. After getting to the jail it was discovered that Willey had been reported missing in Peoria, IL.
Russell E. Willey was charged with the following;
Possession of Controlled Substance 1st Degree Methamphetamine – 3rd Offense
Escape 3rd Degree
Resisting Arrest
Failure of Owner To Maintain Insurance 1st Offense.
