Union City, Tenn.—With the help of a private citizen who bear hugged a suspect as she tried to flee, Union City Police arrested a Trimble woman on charges of theft, criminal impersonation and escape Saturday.
Sandy Rae Fagan, age 38, was charged with stealing items from Walmart, running from the store once apprehended inside the store, providing a fake name and social security number to officers and then trying again to flee outside the store.
Police were called to Walmart where they were told a female had fled from employees. Dispatch advised officers the woman had run into a bathroom at the adjacent Murphy USA. Officers found Fagan there and transported her back to Walmart where employees said she was the one they had detained for shoplifting.
According to the report, Fagan had no ID on her and told officers her name was Casey Bowen born Oct. 25, 1980, and gave a social security number. She also said she was from Indiana. Dispatch said they could find no one that matched that information.
As the officer was escorting her out of the store, the report states, Fagan said she was about to have a seizure so she was allowed to sit down on the sidewalk. The Officer called for an ambulance and while waiting for an ambulance, a couple walked up who were arguing back and forth and the officer was trying to keep them separated when Fagan jumped up and started to run across the parking lot while still handcuffed. A bystander grabbed her in a bear hug and handed her back to the officer.
At the jail, she gave her name as Casey Bowen, then said her real name was Sandy Rae Fagan, with a different birth date and social security number.
