Woman Wanted Since January On Animal Cruelty Charges Is Arrested

Paris, Tenn.—The Henry County Sheriff’s Office arrested a Fulton woman who has been sought on animal cruelty charges since January.
Jennifer L. Blackard, age 40, of 7970 Route 129, Fulton, Ky., was arrested Monday by sheriff’s deputies.
Sgt. Wayne Fuqua had issued a warrant for her arrest in late January. At that time, Blackard was living on Hwy. 641 in Puryear. She was sought on charges of cruelty to animals after she allegedly left her pets locked inside the home without food or drink for several days.
The landlord at the Puryear address reported to the sheriff’s office that he had gone to the house and heard a dog barking inside. He said he knew the power had been turned off and that Blackard had not been at the house for several days.
Deputies found a dog locked in the bathroom for several days without food and water and found a cat and kittens locked in the house, also without food or water. The cats and kittens were taken to a farm by the landlord and the dog was cared for by the Henry Co. Sheriff’s Office shelter.
