Murray, Ky.—Former Calloway County Judge Executive Larry Elkins was found guilty of violating the Calloway Co. Code of Ethics at the conclusion of a special meeting Thursday. In November, Elkins won the election for Kentucky State Representative for the 5th District.
The ruling was handed down by the Calloway County Ethics Commission after the Kentucky Democratic Party filed an ethics complaint against him, charging that he used county resources in his campaign for State Rep. The complaint was filed in September.
Elkins was charged with using official judge executive email on his campaign website; returning a call on the Fiscal Court’s landline from a party who was interested in working for his campaign. He received the call in his office.
Three witnesses were called during the special meeting of the commission: Elkins, Calloway Co. Treasurer Tonya Robinson and Lisa Mills, who worked in Elkins’ office.
Elkins did not deny the information presented before the commission but said he did not believe those facts amounted to a violation of the county’s code of ethics and that he gained no privileges or financial gain.
The commission found Elkins guilty of the section of the code which says, “No county government officer or employee shall use or attempt to use his official position to secure unwarranted privileges or advantages for himself or others.”
The commission stated that since Elkins “corrected and discontinued the actions…no further formal action is pertinent.”
