City Authorizes BPU Loans To Fund Phase 2 Of Water Treatment Project

Paris, Tenn.–At Thursday night’s meeting of the Paris City Commission, commissioners authorized the Paris Board of Public Utilities to pursue a loan through the USDA to fund Phase 2 of the planned water treatment facility. The loan has been discussed at length at previous BPU and city meetings.
At the August meeting, the loan resolution was passed and at Thursday night’s meeting, more resolutions were presented. The first is the bond resolution to authorize the issuance, sale and payment of $7.2M in bonds, the issuance of bond anticipation notes before the issuance of bonds and the pledge of water system revenue and the levy of taxes to pay the bonds and notes. The second resolution is an initial resolution which authorizes the issuance of water revenue and tax bonds not to exceed $7.2M to finance the improvements.
BPU General Manager Terry Wimberley was on hand to field questions on the project. City Manager Kim Foster also showed everyone a typical pipe that was recently removed from in front of Cadillac Jack’s store on Poplar Street. “Pipes corrode and rust and this is what we’re dealing with,” Foster said.
Wimberley agreed, noting that the city is dealing with a water system “that was put in place in the 1930s and 1940s. We’re still dealing with materials that weren’t going to last in the first place and we’re here 60 years later working with these same materials.”
