With Drainage Concerns, City Tables Proposed High School Site Plans

Paris, Tenn.—Until more specific engineering information is forthcoming relative to potential drainage issues, the Paris Municipal Regional Planning Commission today tabled site plans for upcoming renovations to the Henry County High School.
Tabled until next month were the plans for the addition and renovation to the front of the high school and construction of a new Spring Sports locker room.
The commission moved forward with the site plan for construction of a new 1,428 square foot building for concessions and restrooms. The existing concession stand will be demolished.
After hearing the preliminary presentation by Terry Drumwright, engineer with TLM Associates of Jackson, city officials voiced strong concerns with drainage issues that might develop from the addition and locker room aspects of the project.
Economic Director Jennifer Morris noted that drainage problems already exist in the TCAT and Collingwood subdivision areas. “Even before this, we have had issues and that is a concern. We want to make sure those concerns are addressed,” she said.
City Manager Kim Foster agreed, noting drainage is a major concern in that area already.
Building Inspector Mike Brown noted, “We’ve already done some things to address the drainage issues there and we want to make sure the things we’ve already done aren’t affected by this.”
Three site plans were submitted:
Site Plan No. 1 – Addition and Renovation to entrance to high school. It proposes a 4,130 sq. ft. addition to the front of the existing building where the public enters into the school office. The existing canopy will be removed and the entire area will be renovated.
Site Plan No. 2 – Concessions and Restrooms within the football stadium area. The existing concession stand will be demolished. A new 1,428 sq. ft. building for a concession area as well as restrooms will be constructed.
Site Plan No. 3 – Spring Sports Locker Room. This approximate 2,581 sq. ft. building will be erected between the existing baseball and softball field. Additional parking is proposed for the structure.
Morris noted that additional buildings and additions are proposed. An addition to the Football Fieldhouse as well as a band building should be submitted for review and approval at the June meeting, she said.
Board Chairman Rachel Terrell said, “We really have no option but to defer those two site plans until we get all the information.” TLM representatives said they will return with more information at the June meeting.
In other business:
–A minor site plan to place a drive-through window on the west side of the Loft Wine and Spirits at 2315 E. Wood St. was approved. Morris noted the proposal would not eliminate any parking and would not change the ingress/egress. Owner Matt Michael was present to answer questions.
–A right of way conveyance request from Phillip Massey of Shelter Insurance was requested for property he has purchased for his office–the A-frame on East Blythe Street. Massey wants to develop the property on the East Wood Street side into a parking area for his office.
At the Board of Zoning Appeals meeting which preceded the meeting, a variance of side yard setbacks for 1925 Bell Ave. was approved. The owner is proposing demolishing the property and building a mini-storage development.
